4. District councils, municipal authorities, town councils, parish councils and other special administrative organs and administrative institutions like committees, directorates, institutes, managements and offices
5. Municipal authorities, authorities of privileged market-towns, privileged municipalities, municipal councils, municipal assemblies and other special administrative organs and administrative institutions like institutes, managements and offices.
6. Local committees and neighbourhood boards.
